CLIFF at… Clingendael Institute 12th of February, 2026 Prof. dr. Joyeeta Gupta (Presenter) Clingendael Institute 18 attendees Lecture on Climate Change and Fossil Fuel During this 3 hour session, JG presented her usual lecture on climate change and fossil fuel to 18 junior diplomats from Central Asia and Mongolia. Questions and comments included:   Newspapers in these countries do not really cover climate change;  The state also does not engage in educating the public;  There is no real understanding of the impacts of climate change on these countries, although they are worried about what is happening to the Aral Sea;  There is no discussion on phasing down/out fossil fuel in these countries.   What is the hope story on climate change?  In Tajikistan, till 2019, fossil energy was free for everyone; only post Paris is there a price on fossil fuel.   Is green technology the way out of the fossil fuel crises? What exactly is green technology?  What can be the role of diplomats in foreign affairs ministries?   Kazakhstan is not thinking of getting rid of its fossil fuel.  Fossil fuel sustains the economy.   stay up to date Interested in our latest results? Dr. Augusto Heras has been awarded his PhD

Dr. Augusto Heras has been awarded his PhD after his defense on March 12th, 2026. His research:

Uncovers the political and institutional dilemmas LMICs face in their energy transitions and how can these be addressed;
Shows how fossil fuel dependence is actively reproduced by coalitions of states, investors, and industries, and how those coalitions can be contested, and;
Argues that conditions for change exist, but they need to be built, politically and collectively.

Going forward, he intends to continue doing research, but closer to where decisions are made: in think tanks, advocacy organisations, and policy processes where evidence can directly shape what happens next.

We wish him all the best and will continue to eagerly follow his next steps!
